the Bookmark plugin is a way to save the current track with its current time index intact. Mainly, this is for long audio books that you may not play all in one sitting.

The Song Scanner plugin uses the BAR type input feedback, splitting the current song into 100 parts so that you can have a very obvious UI while you skip forward or backward to the specific place you want to jump to in the playback.

The way the bookmark plugin stores the time index would be prohibitive to store track by track. If the desire was to mark a start and stop for just the current track, and loop it (for something like learning a phrase of a guitar solo), the scanner plugin might not need too much work. however, I'm given the impression that this is not what that bug is after, nor does it seem like a plugin would be accepted as a solution.
