This could be an issue of "interpretation." Once selected, SS/SC do
treat the CUE file as a playlist. However, such files are not
automatically included in your list of playlists. I expect that this is
by design.
To achieve your goal, you would have to add the CUE file to a playlist
("+"). In doing so, you will create a playlist with all the individual
tracks of the file. You may then save that and will then find it
available under the "playlist" item in the various interfaces.
