This is a bit of a nonsensical comment. "Economics" exists in books and academia, not really anywhere else. The Fed, governments, etc make decisions based on politics and "hoped for" outcomes that coincide with desired policies. The "levers of control" are notoriously ineffective. Markets affect markets, not policies, theories, or governments. If you don't like money, don't use it. The legal underpinnings are really irrelevant. Different countries have different legal underpinnings for money, and the ultimate difference is zilch.
