No. iPeng (any 1.0.x version) will always try to load one chunk of
album data first to find out if the cache is still valid, if not, it
loads all other album data.
When album data is finished, it starts to load artwork. Artwork is
being loaded from the server the first time, consecutive loads are from
the iPhone's flash disk.
There's two ways to start album loading. One is to enter the albums
page, the other is to wait for 30s or so, after which a timer kicks in
to start loading the album data automatically. This is being done to
keep server load low since right after start iPeng first loads the
current playlist and that can actually be HUGE.
This is also the reason why iPeng crashes after several seconds with
the "The The" bug.
Now, when iPeng starts to load artwork, it will load quite a bit of it
ahead, so if you enter "Albums" after a minute or so, it will appear as
if all artwork had always been there.

No, iPhone OS does not multitask (3rd party)applications. Whenever you
leave iPeng the application is fully shut down.

Please read the comments I made before in this post (answering
Aesculus' question).
Please try thy workaround for the "The The" issue (setting ignored
articles to empty). There are other names that only consist of articles
than "The The".
