1: Yes, I have also suggested it somewhere (having a basic Gain for
files w/o RG)

2: Basically, that in spite of RG there might be loudness jumps (on
lossy files), and how to handle them. And I’m also pretty much
against »falsifying« anything by applying compression. The question is
basically »How severe are actual loudness jumps?« and »Should we leave
the volume turned down after handling one that needed to played at low
volume due to the peak?«
