1. What do you mean, not always possible? It is always possible to add
replaygain tags if you really care about it, except maybe if your
collection is in .WAV format (and why should anyone just juse the plain
WAV format without some kind of container for tags if they care about
replaygain?). 
I can't see one positive argument for adding a default replaygain value
as this value is plain wrong compared to the real content, and there is
no guarantee that this value is any more correct than no replay gain
value. Either use the correct one (as in adding the RG tags) or nothing
is my opinion.

2. Just use mp3tag and add a custom tab for the RG tags. This way you
can easily sort your whole collection by individual RG tags and see
which files have high peaks and in addition low RMS values (by gain
value)
