That's correct.  Clients would, in an attempt to "fail gracefully", see
that their SSID suddenly no longer required a WPA key and they'd just
connect to it anyway.  It would absolutely be more secure if the client
saw that the AP didn't require WPA and refused to connect.  That would
make this attack impossible even against WEP protected networks.
