On a Windows system that if native WMA support was disabled then the wmadec.exe is used to decode wma files. This app uses Windows libraries and APIs to extract an audio stream. So it is possible (i.e. needs to be tested) that wmadec.exe could process asf files properly (as an example wmadec handles those stations which only have mms streams). If that is the case then it only requires a couple of conf files to add support for files with extension asf and making them always use wmadec.exe to produce an audio stream.
