Actually this is provided to you automatically.  Just like the DHCP
server in your router, your ISP has a DHCP server as well that hands
out public IP addresses - you will find your modem has a public IP
address on its Internet side and you can find out what your public IP
address is at www.whatismyip.com

Included in the DHCP communication are also the addresses of two DNS
servers.  Your modem can pick this up and you may find these addresses
get automatically added there or in your router.

To test which servers are faster, ping them.
