The stream identifies its types as "application/ogg" which SC type.conf has been set up to play as OGG.
As OGG/Vorgis is a supported format - your stream will be sent to SB which will try to decode it as Vorbis not flac. If you disable native OGG/Vorbis decoding in Setting/Advanced/Filetypes - then your stream will be directed to the OGG decoding rules which will try to use sox to decode.
