Higher is better for sound quality, lower is better, as you have
discovered, for buffering.

kbps = kilobits per second.

This is the data rate of the encoded audio being sent to the player.
Talk stations can get away with much lower bitrates than music stations,
as the audio is much less complicated so compresses much better.
