I think it does not even need to be an encoder. We just need to sense movement and calculate velocity. With just 1/0/1/0 digital switching happening as the dial is turned, we have a lot of latitude on implementation. It actually does not matter if our sample rate is a tad too slow for the fastest spinning dial; if we miss a bit here or there, it wouldn't even be noticable, or worst-case, we bottom out on velocity.
