OK, so the problem is probably that iPeng synchronizes it's cache each time you start it up due to overnight changes to the database. Can you see whether the time the progress bar is shown under "Albums" coincides with the delays?
As is true so often: upgrading to 7.6 beta would probably help, it has an optimized albums query that is much, much faster. The problem with the old one is that for some reason it was very inefficient in retrieving artists together with albums which is what iPeng does. 10,000 albums is quite a number.
