I'd recommend Android 2.2 (Froyo), because it's much faster than the
older versions.

For the hardware:
You should definitely take a look at any Android device *before* you
actually buy it.
There are many crap products in the Markets. :-(
Take a look at the screen quality, the speed of the UI and maybe read
some tests in the internet about the battery life.
