I can't. It's a restriction imposed by Apple. An App must not use more
than 128 kbps for audio streaming over cellular.

I believe it's a legathy thing that dates back to when AT&T's network
could not handle it but they keep throwing Apps out of the App store
for violating the rule.

Please complain to Apple if you don't like it.
