Yes, folder contents are immediately available to SBS or Touch + USB (and any player using SBS) without having to rescan. Scanning is needed to update data, files, tags, album art. Like if using the Search aspects of SBS or Touch + USB. As suggested before you can use stream.mp3 and/or use the WavInput plugin to stream from a WinAmp type program. But it's a more complex setup and has limited capabilities. Best to just use the simple SBS and/or player > My Music > Music Folder technique, IMO.
