I used to have a lot of the same problems that you do with SBS not finding artwork when doing a new & changed scan. It seemed totally random - scan five new albums and sometimes it would find all five covers, sometimes three, sometimes zero. I haven't seen too many problems, though, in the last couple of releases. I believe a part of the problem is the artwork caching code, which has bugs. You might try clearing out the artwork cache plus doing the timestamp trick in lieu of doing a full clear & rescan.
Artwork scanning and caching in 7.6 is much more reliable, although it still doesn't pick up changed or new artwork for existing albums. Unfortunately, 7.6 can be a b*tch to get running reliably, if you can get it running at all.
