It doesn't work< I thought so too, but as long as you have an update pending, i.e. downloaded on your local server, you will continue to get that message. I beleive and could be wrong, what that setting does is stop the LMS from downloading any new updates. Once I changed the setting and installed the upadte the message as gone away.
