You don't need a cell data plan if the phone has wi-fi and you have wi-fi. Of course, now that I said that, both you (that is, your house) and the phone need wi-fi in order to communicate with the Touch, or whatever. You'd turn on the wi-fi on the phone, go to Google Play and find an app. I use Orange Squeeze. Not free but pretty inexpensive.
