IIRC R&D are separate and develop and tests out new technologies. Years ago they "invented" NICAM audio and Ceefax. Nowadays in the internet arena they participate in standards and effectively figure out what is needed for the UK - it can result in compatibility issues by implementing too fast to try to get their version adopted so BBC has DAB but Europe has DAB+.
