Okay, hold the phone. I'm going to go back to the BBC blog and see if Andrew Scott said this also in his latest reply round, because there's a slight flaw in this process. I go to a shop, either physical or online. I buy a wifi radio from any of the major manufacturers. I take it home and use it. BBC comes along a year later and passes information to the manufacturer, counting on the manufacturer to get through to the users. EXCEPT: the manufacturer has no idea who I am. They aren't told the names and contact information of people who buy their merchandise, unless (possibly) the consumer purchases it directly from the manufacturer's online shop. How are they supposed to track down their userbase? They don't know. And likely as not, the average user doesn't think to register with the manufacturer's website, or whatever, because most of us are of an age where we took something home and it worked and that was the end of it.
