Not quite true.

The delay depends on you LMS server and how it processes input an can be
as short as a few secs.  The player buffer is big but is not entirely
filled when using WAVIN.  The buffer is entirely filled when playing
from files but when playing from streams (e.g. live radio) there is a
time threshold which once filled LMS will start playing even if player
buffer is not filled - this lower threshold is set by WebUI
Settings/Advanced/Network/ Radio Station Buffer Seconds.  The WAVIN
plugin mimics a radio stream.  If you have a SB3/SB classic player there
is a screen display setting which lets you see the buffer "fullness".
