Because "firmware" is the generic term for semi-permanently installed
control software held in non-volatile memory. One specific kind of
firmware is a boot loader - the firmware that allows the device to boot
from a secondary device. On a PC, that boot loader is called "BIOS". 

The Raspberry pi has a simple first stage bootloader in ROM - that
bootloader reads the second stage bootloader from the SD card.
