You think your network is nice and simple but actually troubleshooting a
problem would be quite difficult. It would be a lot easier if you had a
dhcp server in play and just had an appropriate static IP address for
your LMS PC.
Some of us do this stuff for a living and know how to do it properly. I
could fix the IP on your Joggler in 20 seconds but the point is I know
that's not the correct thing to do. 
The correct thing is either to make it all one network (home plug) or
swap the switch for a wired router that has no internet connection but
crucially does include a dhcp server. The transporter doesn't need a
fixed IP address only the PC with LMS does.
