The first three parts - xxx.xxx.xxx. - are the same; I also can surf with WiFi only. I think that this phone (Honor 8) connects in some weird way to WiFi. I have a Logitech Harmony Companion which allows you to control your equipment with either the remote or the smartphone - sometimes, quite often, when I try to control it with this phone I get "your phone must be connected to the same WiFi as the hub..." Which it already is.
