Oh boy, that's going to take some time, sourcing 23 SMD electros that are drop-in replacements (physically + electrically) for all those on the main SB3 PCA. The two THD caps will be easier. I might hook a 0R1 non-inductive resistor in series with the external supply first, and monitor the R's voltage with a DSO in peak-detect mode, to see if current spikes are indeed a symptom.
