You don't *have to* and for sure some are still good, but I never tried to figure out exactly which ones, so every time I replaced them all. To some extend, it's faster than trial and error. You might try C16 and C20, as suggested and if it still does not work, then change them all. Other than that, I can't think of something else to do. Make sure the CPU and WiFi board are well seated. Opening the SB3 is super easy anyway, not like a Boom or a Radio LMS 7.7, 7.8 and 7.9 - 5xRadio, 3xBoom, 4xDuet, 1xTouch, 1 SB2.
