With HLS V2 AAC audio stream is delivered unchanged into player. So you have heard both transcoded by ffmpeg and decoded by player - so it seems like dodgy AAC encoding or maybe bad "chunking".
I play RTE for a bit morning and evening for a bit using HLS and TBH haven't noticed it but maybe it is because i'm listening to "talk". I can't imaging what your description "HAM Radio from very far away, starts, stop, restarts" really measn. HAM radio to me is poor audio quality like a old phone call - so do you mean this effect comes and goes erratically and suddenly ?
