Well at least it rules out ffmpeg.  With HLS V2 AAC audio stream is
delivered unchanged into player. So you have heard both transcoded by
ffmpeg and decoded by player - so it seems like dodgy AAC encoding or
maybe bad "chunking".

I play RTE for a bit morning and evening for a bit using HLS and TBH
haven't noticed it but maybe it is because i'm listening to "talk".

I can't imaging what your description  "HAM Radio from very far away,
starts, stop, restarts" really measn. HAM radio to me is poor audio
quality like a old phone call  - so do you mean this effect comes and
goes erratically and suddenly ?  If so then it could be some of the AAC
data is being lost and decoder is "resyncing" as AAC data is sent in
frames and I think decoder resyncs with each frame.
