I imagine (in Russia at least) it falls under the typical site copyright agreements which tend to only cost $300 or so per year.
eg. http://www.ascap.com/weblicense/feecalculation.html So I bet they do pay copyright, just not the amount you might expect from a site that sells (rather than merely playing) music.
