The problem is likely to be network but could also be some other issues
such as a combination of settings, plugins and players.

Enable logging player.source and player.streaming to INFO (WebUI
Settings/Advanced/Logging) 
Play a problem track and then zip the WHOLE server.log files and attach
to a post.

Posting just a few lines from server.log that you think are interesting
is not enough. 
Sometimes it is the messages that are missing that indicate the problem.
