I think I volunteered to do that wiki entry. The problem was as you say (and was discussed in that link to that other discussion) there is no consistent logic and also a number of bugs in the implementation.
Frankly until someone from SD comes back and clarifies exactly how it is supposed to work and the bugs for WMA files are resolved I don't see any point in creating the wiki entry. I suspect the lack of action is due to the apathy amongst SS users.
