There will be some traffic from server to SB even when off like others have said. It is very little traffic even to 4 SB, however it is some and will make any network activity light flash. That is not a good measure of network usage. And if you are logging ALL network traffic on the server then yes you will see several connections in your logs to your clients.
I would first look in other places to see what might be causing your issue. However have you tried shutting down slimserver and see if your network issues have subsided?
