I have now clarified this issue with technical support. Apparently Perl on windows will not work with double-byte characters in the filename. There is little likelihood that this will be fixed anytime soon.
The only solution is to rename all the files concerned. Since I manage my library with iTunes and it does not seem to have a preference to preclude this behaviour, I am SOL.
