Have you perhaps installed a nightly and not done full install from a setup.exe.
For some reason the nightlies have never included a file called "SlimServer Web Interface.url" in C:\Program Files\SlimServer To create this file, open the Web UI in Internet Explorer. Then select File->Send->Shortcut to Desktop.
