Yes - it looks like the 15 seconds is spent in the plugin's callback. Unfortunately the server is not instumented enough to prove this, but you can infer if from the fact that it occurs after the "Done" debug entry is printed. As you can install plugins, you could edit the pluigin perl code to time itself and print the time taken to the log.
