I'm becoming arachnaphobic, but have one possibly absurd idea. You mentioned false/misused report, and one phenomenon I've noticed around here is that users are quick to point out mis representations of buggy behavior in the forums, but (for me at least, and from the web) bugzilla is more clunky than one of the forums.
