There are detailed step by step instructions on the wiki page - they
have been updated by users where they felt they needed clarification. 
You can add your improvements afterwards.

In your case, I forgot the one of the files on the wiki pages was set
up for Linux and not Windows. Download, unzip and
use the attached custom-convert.conf to replace the one from the wiki
page.

If "Tune-in" still does not work then here is a check list as there
other things such as firewall (since this station uses an unusual port
27828) and virus checkers that can stop operations even though the
files are correctly installed. 

1. There should be 3 AACPlus files types entries in Server
Setting/Filetypes and two of the associated boxes should be checked.
2. Open a Command prompt and cd to the Bin\MSWin32-x86-multi-thread
directory and run the following command.  You should hear your station
if your PC has a sound card.

3. If 1 & 2 are OK - then get a debug log with d_source enabled of a
"Tune-in" select for yoru station.  
The debug messages should indicate where the remaining problem lies.
Most likely with security s/w.  Make sure mplayer.exe and
socketwrapper.exe are known to be be "trusted" secuirty . What Security
software (e.g. Firewall, Antiviurs, IM security, anti-spyware) have you
installed ?  Some apps such as ZoneAlarm require replacing the
sockwrapper whereas NOD32 needs special entries.
