Yes, there have been efforts to address this very issue by adding tariffs to the equipment used to make copies, like blank CD's and satellite radios that have the ability to record. The reason laws are so muddy in this area is that technology has evolved much faster than lawmakers' and regulators' ability to decide what is fair use and how to make sure artists (and, yes, large corporations) have their investments protected.
