Disabling security s/w does not always mean they stop interfering - only
uninstalling guarantees removal of their influence.

In your case the netsh log showed you are using NOD32.  In which case
you need to put socketwrapper.exe in the NOD32's IMON1 and IMON2
exclusion lists - this following post gives the details
