Have you looked in the Windows event log for Slimserver related errors? Did you empty or rename your plugin directory before doing an upgrade? If you upgraded from 3.x to 6.5.x, then I suspect that any plugin's you had installed will no longer work.
You don't mention what browser your using. You also don't mention what error (if any) you're getting. Can't open localhost:9000 doesn't give anyone enough information to make informed suggestions.
