Ok, from the error we know that either slim.exe is already running or
another process is listening on port 9000.

Open Windows Task Manager.  I believe this should work on all versions
of XP:

Hit <Ctrl><Alt><Del> and in the dialogue box select 'Task Manager'.  Go
to the 'Processes' tab.  Tick 'Show processes from all users'.  Click on
the 'Image Name' column header to sort by name.  Look through the list
for slim.exe.  If it's showing, then SlimServer is currently running.
