My 659 doesn't show this problem either. To my untrained eye, it looks like your 659 is sending a pause and power toggle when you switch the SB off. Since the SB was already paused, that will act like a play command.
I suggest you check the Harmony setup for the appropriate activity. It sounds like the enter/leave activity stuff is set up to do more than just toggle the power. Activities/(Whatever)Settings/Review the Settings/Yes, but I want to add more control... then plough through to the custom options screen for the activity.
