I a word No! And i am unwilling to pay Microsoft to get an answer. I
have searched Microsoft blogs, Google etc with no luck.

I think it is part or their "lets make windows faster for the user
mentality".

Also wondering why you have the spin down time set so long (2 hours).
One note for you though if you set the screen saver for five minutes
and the drive spin down for 5 minutes the screen saver will cause
activity on the hard drive and thus reset the hard drive timer for
another 5 minutes. There are also many other things that can cause disk
activity such as network traffic, anti virus software looking for
updates, other programs looking for updates, instant messengers
refreshing their connected lists etc. so you may want to check for some
of these types of things as well. For instance when I access Outlook on
my work computer it causes all the drive to spin up. Why it has to spin
all of them up and not just the operating system one with the program
and data on it i do not know.
