There may be a usability issue about the SBR's button and LED. The status of the SBR is shown by its LED - steady, flashing rate and colour. When resetting the SBR the user has to press it until it Flashes. I believe the SBR goes into a test mode if it is pressed for too long.
If you are blind or colour-blind then you may have difficulty getting the SBR to work if the button pressing is picky.
