I guess the page name only matters if the main route for people finding it is going to be through an alphabetical list of page names! I'm not sure if we have a strategy for navigation yet, or a clear structure to work with. I can see, for example, quite a lot of orphaned pages but really don't know where they should be put: I think someone needs to take some leadership (with consultation here, hopefully) on this. I think your idea of using a Category in that way is a good one (it will help people find similar pages in the darkest corners of the wiki!) but I don't think we should be relying on Categories as a main navigation route.
