So I removed the ability to send PM's to more than one person at a time... sorry but looks like it was being abused.
AFAIK there is no way to restrict who can send PM's in any way besides globally. If I make a change it's for everyone in a usergroup (you are all mostly registered users). If anyone knows any different please let me know. Also let me know if someone has spammed you (fwd me the msg) and we will kill their account.
