Hi,
Does anyone know GitHub's permission system well enough to know if
there's a way to set someone up with "add labels to things" permission,
but not "push the big green merge button" permission? Because that would
be useful...

The really useful aspect of the labels is being able to filter with
them, which adding the label to the title won't help. I've re-worded
the directions to reflect the fact that not everybody can add labels.
