It's not possible.  “Apply labels and milestones” needs write access
[1].  If we want distributed labeling distinct from GitHub, I'm a fan
of nmbug [2], which tags email.  However, shifting to an email-based
workflow would be a big shift for SWC.  Still, maybe it's too late to
be pushing back against closed-source services like GitHub for this
project ;).
