This is my personal opinion.

Maybe. The only problem here is that people could be afraid to contributing
because they need to do a commitment before know if they will get it done.
I prefer open a pull request with the bug fixed or the new feature working other
than open a pull request promising a new feature and not delivered it.

I prefer that people rebase their branch to get upstream updates instead of
merging upstream into the branch.
