We decided to go with The Written Word. http://www.thewrittenword.com/
It is not free but it is supported. The cost is per OS/Platform so we
are getting it for Solaris10/X86 and Solaris 8/SPARC. There is an edu
discount. The support guy is nice and they don't only do Solaris.
They support AIX, HP-UX, IRIX, Redhat Linux, Solaris, and Tru64 UNIX.
I talked to them at LISA where they have had a booth every year for
10 years. They said if they didn't have something we wanted they
would add it. RT is not on the list but they told me they have it. I
am just starting to use TWW so I don't have a lot of data yet.

I looked at csw and blastwave and decided I wanted something more stable.
